Spaceport & integration & interoperability of Space Commerce, Space Defense, Space
Technology 2020, and beyond. We need to position Oklahoma to be the “Go-to state of choice”
for as many Space feed requirements as possible. A significant part of this will be done in every
shape and size that does every possible job and function imaginable. Oklahoma can take a
active role to offer a host of specialty services in all aspects required to get the United States of
America to the Moon, where humans will continue to endure and begin the journey to the stars
for the rest of eternity. Oklahoma can capitalize on the permanent & sustainable presence under
the “Artemis Gateway 2024-2028" project. In conjunction with the Artemis Gateway 2024-2028
mission, Oklahoma should seek to target the Space Commerce, Space Defense & space
Technology markets.
Export & Import of ITAR/EAR related items and or services & Foreign Military Sales (FMS) & Direct Commercial Sales (DCS)
“Foreign Military Sales (FMS) is the U.S. Government’s program for transferring
defense articles, services, and training to our international partners and international
organizations. The FMS program is funded by administrative charges to foreign purchasers and
is operated at no cost to taxpayers. The Defense Security Cooperation Agency (DSCA)
administers the FMS program for the Department of Defense (DoD).
Under FMS, the U.S. government uses DoD’s acquisition system to procure defense
articles and services on behalf of its partners. Eligible countries may purchase defense articles
and services with their funds or with funds provided through U.S. government-sponsored
assistance programs.
In some instances, defense articles may be obtained through grants or leases.
